The Office of the Governor: Nordland
The Statsforvalter in Nordland governs a massive, rugged territory stretching from Helgeland to Lofoten. The office is led by Tom Cato Karlsen (FrP), a former State Secretary and anesthetist. While he was recently re-appointed for six more years (until 2030), his tenure is defined by open conflict with central health authorities and the collapse of services in rural municipalities.
1. The "Helse Nord" War (Healthcare Collapse)
Nordland is currently ground zero for the battle over healthcare centralization. Karlsen has taken a uniquely aggressive stance against the state-owned health trust, Helse Nord.
- The Heart Attack Scandal (PCI): In late 2024, Karlsen’s office concluded that Helse Nord had broken the law by failing to provide immediate heart attack treatment (PCI) in Bodø. He accused the health trust of knowing about the risk to life but failing to act.
- The "Paper Tiger" Problem: While Karlsen’s criticism was sharp, the reality for patients remains grim. Helse Nord acknowledged the criticism but continues its centralization plans. This highlights the Statsforvalter’s limited power: he can declare a law breach, but he cannot force the hospital trust to hire more doctors or keep departments open.
2. The "Nomad Child" Scandal (Barnevern)
Karlsen’s office recently published a devastating audit of a single child welfare case that exposes the total failure of the "foster care" market.
- 15 Moves in 14 Years: The audit revealed that a child in state care had been moved 15 times between different foster homes and institutions. The state (Bufetat) failed to find a permanent home, effectively treating the child as a parcel to be stored rather than a human being.
- System Failure: The Statsforvalter concluded that this was a "systemic failure" where the child was never heard. However, for the child involved, this report came years too late to restore a lost childhood.
3. The Collapse of Small Municipalities
Nordland has many tiny municipalities that legally cannot fulfill their duties. Karlsen has been forced to use extreme measures.
- The Træna Intervention: In a rare move, the Governor had to issue a direct legal order (pålegg) against Træna municipality because it did not have a child welfare administration at all. The municipality had simply stopped providing the service due to lack of staff.
